Work Package 4: IFM Organisation
This Work Package aims at developing a common organisation target model and elaborating migration paths to get this organisation model.
In doing so, the vision in the UITP position paper "Everybody Local Eyerywhere" dated April 2007 should be taken as an yardstick: “The vision Everybody Local Everywhere expresses the idea that public transport customers should feel welcome and comfortable anywhere they travel. They should be delivered coherent service with simplified interchanges, thorough information and hassle-free ticketing. When abroad, the travel experience should be as easy as for local travellers. The vision is one of seamless travel and seamless fares, as outlined below.”
The Development of a common European IFM area is only possible by cooperation of the organisations for national IFM system solutions and key regional or city implementations, and the relevant European Standards.
So in WP4 is to show,
· which organisation structures are necessary to get interoperable
ticketing for the EU citizen
· what is to do to get this organisation structures in Europe and
· which migration paths for the individual European ticketing systems may be developed to achieve those goals.
Task 1: Inventory report on the functions of the existing IFM systems
This task will analyse functions, organisational models and economic issues for European fare management systems based on the standard ISO / IEC 24014-1 in:
· France
· Germany
· The Netherlands
· Portugal/Lisbon wide Region
· Sweden
· United Kingdom
So a relatively large area of Europe could be considered and so can concluded that all problems analyzed in Europe as part of the IFM project which preclude the interoperable use of the relevant European systems, and which in the EU are to be resolved in long term, in all regions of the world generally also exist.
Task 2: Report on the organisational structures and the differences in the existing IFM systems
Based on the analysis the IFM systems or IFM scheme are to be compared regarding the following criteria groups in terms of their organisational structures in the area:
· IFM System Architecture
· System Concept
· Security
· General Conditions / Legal Framework
The evaluation should show the differences in the implementation of EFM systems based on the national standards. In the result is to show which start positions in the national systems exist to ensure a interoperable ticketing for EU citizens.
That means that migration steps should be vote which allow to use interoperable ticketing in different convenience for the EU citizens to the offer “Without Ticket Limits Door to Door".
Task 3. Report and recommendations on cooperative organisational models
Based on the results and visions of the work packages 1, 2, 3 and the reports of Task 4.1 and 4.2 cooperative organisation models for the European IFM area will be described in a report. Generic and innovative functions and related rules and procedures of the cooperative organisational models will be identified. For cooperative organisational models the economical benefits will be described. Possible migration paths to and between these cooperative organisational models will be identified.
